The paper hats are made the same way the Earth Day hats were and you can find a slideshow for that in the archives. The halos for the girls were made with tissue paper flowers and tons and tons of curling ribbon. The real secret is that you make it once and wear it for the program and then store it for next year! With the hats and headbands each person feels like they are in costume even if they are not and that is why I love it. I do not do anything if ALL kids can't do it together...program wise!
